A higher quality of an MP3 file, as determined by the bitrate, the larger the size it occupies. In fact, rarely need to listen to songs with higher bitrate to 128kbps.
MP3 Quality Modifier 1.1 is able to alter the quality of many MP3 files at the same time. Once you have added to the list using the Add Files and Add Folder, simply mark your boxes and set the quality in the lower pane.

The Start button starts the conversion process quality. Dissatisfied? Click the Replace button with MP3 Quality Modifier 1.1 Originals and undo the changes.
